Community Mothers

Pursuant to the provisions of Decree 1766 of 2012, issued by the Ministry of Mines and Energy, which regulates Article 127 of Law 1450 of 2011 amended by Article 214 of Law 1753 of 2015, it is stipulated that: “Article 127. Public service rates for early childhood services and substitute homes. For the purpose of calculating the rates for water, sewage, sanitation, electric energy and domiciliary gas, residential properties where substitute homes operate and where public services for early childhood care are provided (community welfare homes, child development centers, FAMI homes and children’s homes) will be considered stratum one (1), upon certification by the Colombian Institute of Family Welfare (ICBF)”.

Subsidies and Contributions

The Colombian government has decided to subsidize the payment of domiciliary public utilities to the inhabitants of homes and properties located in the lower strata. For this, it is also necessary for the higher strata to pay a solidarity surcharge.

Therefore, only users of residential properties in strata 1, 2 and 3 receive a subsidy. Strata 4 does not receive subsidies. Strata 5 and 6 pay contributions to finance the subsidies of strata 1, 2, and 3.

For the purposes of the provisions of numeral 6 of article 99 of Law 142 of 1994, for water, sewerage and sanitation services, subsidies will in no case exceed seventy percent (70%) of the cost of supply for stratum 1, forty percent (40%) for stratum 2 and fifteen percent (15%) for stratum 3.
